POSITION SUMMARY:
Supports facility maintenance of all ECKAN-owned properties. Coordinates inspections for ECKAN owned properties including rental units to ascertain safety and maintenance needs to ensure compliance with HQS/NSPIRE or appropriate funder requirements set forth by the Department of Housing and Urban Development (HUD). Responsible for submitting work orders, coding of invoices and submission to Housing Director, receiving documentation and communicating with contractors and tenants. Assists Housing Director with information gathering and research regarding ECKAN property maintenance and addressing tenant requests and complaints. Responsible for organizing and maintaining all ECKAN Rental property and tenant information data.
TYPICAL DUTIES AND RESPONSIBILITIES ESSENTIAL:
· Uphold regulations of the Kansas Landlord Tenant Act.
· Coordinate inspections and routine maintenance on all ECKAN-owned facilities, including Rental units, at least semi-annually. Routine maintenance includes supervising contractor sprinkler, fire extinguisher, elevator, HVAC servicing, Fire Department or other routine inspections or checks.
· Coordinate maintenance work including: Landscaping/Mowing, snow removal, plumbing, electrical, roofing or any other contracted service needed to maintain ECKAN properties.
· Monitor rental property for proper upkeep and lease compliance as deemed necessary in agreement with Housing Director.
· Communicate with Housing Authority on compliance with HQS/appropriate funder requirements, if necessary.
· Coordinate all move-ins and move-outs of tenants for ECKAN Rental properties, also including correspondence with applicants and tenants, lease signing, full deposit and rent collections.
· Coordinate maintenance requests as deemed necessary by director.
· Responsible for ECKAN Rentals Maintenance Phone and responding to tenant maintenance requests in a timely fashion on an on-call basis for emergencies only, as described in Rentals Policy and Procedures.
· Responsible for maintaining, lending and securing all ECKAN owned building keys and lockboxes.
· Responsible for communications to ECKAN staff and other departments pertaining to any and all job duties.
ADDITIONAL:
· Possesses good organizational abilities and communication skills.
· Must be willing to travel extensively within ECKAN’s service area and attend overnight out-of-state conferences, transportation is provided.
· Must maintain professional communication with tenants and contractors and other ECKAN staff.
· Must be able to climb stairs and ladders and lift 40 pounds.
· Must be able to drive and have a valid Kansas Driver’s license.
· Must be willing to work on-call as needed for rental emergencies to ensure damage to any ECKAN owed property is minimalized.
· Must have a working knowledge of the Kansas Residential Landlord and Tenant Act.
· Must demonstrate a working knowledge of Housing Assistance programs and HUD HQS/NSPIRE.
· Possess the ability to work unsupervised and to track multiple work assignments.
· Have working knowledge of electrical testers and other detection devices.
· Must obtain HQS/NSPIRE certification, and any other funder required certifications within one (1) year of being employed.
· Must attend CHDO and NSP training within one (1) year of employment.
· Must attend any other required trainings determined by Housing Director, including annual Kansas Housing Conference.
· Must acknowledge and follow the ECKAN code of ethical conduct and personnel policy and procedures
· Must maintain confidentiality of all ECKAN agency, customer and contractor information.
· Must complete any other duties assigned by Housing Director.
Requirements:ESSENTIAL QUALIFICATIONS:
· Must be able to operate handheld and power tools common to the repair/maintenance trade.
· Possesses excellent public relations skills and ability to work effectively with contractors and low-income families.
· Must demonstrate the ability to respectfully work with other staff as a team member.
· Employment is contingent on successfully passing required background checks and health assessments.
· Excellent verbal and written communication skills.
· Basic knowledge of computer/printer/scanner usage.
· Basic knowledge of Microsoft Word and Excel.
· Basic knowledge of electronic data storage procedures and techniques.
PREFERRED QUALIFICATIONS:
· A bachelor’s degree in a related field or five years of equivalent work experience.
Experience with low-income housing programs or related social service programs.
